houdz1 1423c8896c dts/panel: fogo: keep ldo_1p8 and reset always on 
When panel power off, tp_cs is high. Then LDO will be pull up by tp_cs.
That ldo can not be pull to low. it do not match the spec.
So Keep ldo always on to fix the issue.
