liuyc20 22eff391cf vl53l1: change netlink protocol ID to 8 
STMVL531_CFG_NETLINK_USER is defined as 23,which is conflicted with
NETLINK_SOCKET for socket administrative events,(kernel4.14)
but kernel4.9 Netlink_SOCKET is 22.
change it to 8 to avoid the conflict.

8 is NETLINK_ISCSI,
NETLINK_ISCSI only be used by CONFIG_SCSI_ISCSI_ATTRS=y
