Add ENABLE_DBS_CXN_AND_DISABLE_SIMULTANEOUS_SCAN option for the ini
gDualMacFeatureDisable. This is to enable DBS support for the
connection and disable simultaneous scan from upper layer. But DBS
scan remains enabled in FW.
