Jigarkumar Zala 306cc41267 msm: camera: Dynamic update of scalable clock 
This change updates the scalable clock based on
hw src clock. Also, removed cam_soc_util_get_vote_level()
as it is duplicating the functionality with
cam_soc_util_get_clk_level() api.
