Remove the QDF_BUG in the htc_completion handler
which detects Rx netbuf packet corruption

Host sometimes receives HTC packets with corrupted
endpoint id during rapid wifi down/up tests. This
can be ignored hence remove QDF_BUG and add QDF_TRACE
