Haijian Ma 3fe2a866c8 charging: if pd active,don't detected HVDCP 
Some 3rd charger support PD and HVDCP. The charger will send pd reset
when detect hvdcp and only send fixed pdo to AP. So don't detect HVDCP
when pd active.
