Srinivas Dasari 4b136523b9 qcacmn: Introduce new ini parameter for 6ghz scan enhancement 
Introduce scan_mode_6ghz_duty_cycle ini parameter.

It disables full scan optimization after every default value
provided in ini and forward scan request as it is to firmware
without optimization.
