Factory SW support to disable battery charging once the capacity larger than 75%, and re-enable charging when the capacity lower than 60%. the mmi_pl_chg_manager is the manager of parallel charging, when the main charging path was disable by factory sw policy, and the slave charging path was also to be disable.
