Bernie Moreno-BERNIEM 5416f8d6ab power:fet_control: Apply main batt ocv instead of v_now 
Batt switch state can be more reliable from boot with charger when
reading main batt voltage_now to compoare to batt2 through R-balance.
We'll monitor both v_now & v_ocv, but use ocv for the battfet swtich
decision.
