houdz1 5cec1a05fc drm: mipi: Disable the MIPI DSI commands 0x2E and 0x3E 
For the Secure UI feature, the display feature, which allows host to
read-back its internal memory buffer, should be disable. The MIPI DSI
command 0x2E (read_memory_start) and 0x3E (read_memory_continue) will
be disable.

For the kernel-4.19, this is changed at drm_mipi_dsi.c.

For the kernel-5.4 and android-R, it is not a better way to modify common
code of drm. So we move this changes to msm/dsi/dsi_ctrl.c
