litong20 60840057ae Enable PANEL_NOTIFICATIONS for berlna touchscreen 
When using drm panel notifications, there is a problem with
the display and touch loading sequence, which may cause TP to fail to 
find the active panel and thus fail to receive the display notification
So use panel notificaitons to avoid the issue.
