Jeff Johnson 63dab5d270 qcacld-3.0: Remove sme_update_*_retry_limit_threshold() 
Change Icb45c37358dcfacbea8e3b3f40b93189d62e1be4 ("qcacld-3.0: Pass
short_retry_limit and long_retry_limit to FW") removed the last cleint
of the following functions:
- sme_update_short_retry_limit_threshold()
- sme_update_long_retry_limit_threshold()

Since these functions are now unused, remove them.
