Jianmin Zhu 69560e37c6 qcacmn: Replace chan list with freq list in struct scan_filter 
To support 6G, replace chan id with frequency.
Replace channel_list and pcl_channel_list with
chan_freq_list and pcl_freq_list in struct scan_filter.
Change API scm_get_pcl_weight_of_channel to use freq.
