Srinivas Girigowda 730ae9836c qcacld-3.0: Remove #ifndef block of FEATURE_WLAN_ESE_UPLOAD 
At present and going forward ESE and ESE_UPLOAD will be the
de-facto approach of supporting ESE.
There is no support for #ifndef FEATURE_WLAN_ESE_UPLOAD block of code.
Hence clean up this code.
