For WLAN LAN-LAN use cases, there won't be any other peripheral vote and IPA vote will not scale correctly. Make changes to add scaling exceptions to vote correctly for WLAN standalone cases. Change-Id: I621fe76446e8a31fa5530d2eae9b43f2d120a6c7
