Do not send phyerr filter offload to FW when dfs module is doing
initialization, because in target_if_dfs_set_phyerr_filter_offload
routine GET_WMI_HDL_FROM_PDEV returns NULL at this time.

Configure phyerr filter offload before sap starts.
