xieqiong2 81067e6616 charger:add the handle for quick plug out/in case. 
While the quick plug out/in happen, the detection of bc1.2 happens very
early and no irq received even, and it starts detection hvdcp quickly.
So need to handle the special case for hvdcp detected result for bc12
and the subsequent qc3p detection accordingly.
