Add flip batt path fet switching control logic for discharge. Low-Z battplus_en path is enabled when flip batt & main batt is closely matched in charge (voltage). Otherwise enable R-balance flip path. Also add logic for vbus charge current OCP in case of short condition esp for IEC62368 cert test.
