weiweij 8c1a4feee8 WLS_CHG: change fw upgrade judgment 
When the chip is blank, the value in ver&id register wiil
be a random value. So we could not judge fw status just
by version. We should also check chip id register. And to
avoid user version fw missing problem, I will check fw
not only in factory mode.
