qcacld-2.0 to qcacld-3.0 propagation

Currently if sta is connected to an AP
which only supports 11b, lim doesn't send
addTspec request to that AP. Specs doesn't
restrict Tspec in 11b. As a part of fix,
allow addTspec in 11b.
