Liangwei Dong 98e8cf68ed qcacld-3.0: Ignore Radar event for non-dfs SAP 
For SAP (2.4G) + SAP (5g dfs chan), the radar event
will be posted to all vdevs. 2.4 SAP will run into
failure in random chan selection.
Fix by ignoring radar event for Non dfs channel SAP.
