haojl2 a3810fae2e sec_mmi: add delay if power supply off 
To meet IC power on sequence, if IC power is not always on, need to wait
for 70ms before checking IC status. If no delay added, I2C communication
may fail sometimes. This is copied from sec_ts_probe.
