Currently NBUFF related parameters are declared under CONFIG_MCL
feature flag and are getting used under
FEATURE_NBUFF_REPLENISH_TIMER feature flag.

As part of CONFIG_MCL cleanup, move NBUFF related parameters
under correct feature flag FEATURE_NBUFF_REPLENISH_TIMER.
