Chen Zhongjin b49f6b2f21 net, neigh: Fix null-ptr-deref in neigh_table_clear()

When IPv6 module gets initialized but hits an error in the middle,
kenel panic with:

Kernel panic - not syncing: Fatal exception

When ipv6 initialization fails, it will try to cleanup and calls:

neigh_table_clear()
  neigh_ifdown(tbl, NULL)
    pneigh_queue_purge(&tbl->proxy_queue, dev_net(dev == NULL))
    # dev_net(NULL) triggers null-ptr-deref.

Fix it by passing NULL to pneigh_queue_purge() in neigh_ifdown() if dev
is NULL, to make kernel not panic immediately.

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
