Add INI option to specify CPU mask for Rx_thread and affine
Find current online cores.
During high TPUT,
1) If user INI configured cores, affine to those cores
2) Otherwise perf cores.
3) Otherwise to all cores.

During low TPUT, set affinity to any core, let system decide.
