Force dcin-en on in the 8150b pmic when a wireless charger is attached. There appears to be a hardware glitch where an undervoltage event will cause the feedback enabling dcin-en to stop, which prevents us from charging even though the charger is attached and working. With this change, we have to determine if we are connected based on whether the attach detect gpio is on instead of a voltage at VRECT, because VRECT will always be high when we force dcin-en to be on.
