Jonas Karlman d2473df751 phy/rockchip: inno-hdmi: do not power on rk3328 post pll on reg write
[ Upstream commit 19a1d46bd699940a496d3b0d4e142ef99834988c ]

inno_write is used to configure 0xaa reg, that also hold the
POST_PLL_POWER_DOWN bit.
When POST_PLL_REFCLK_SEL_TMDS is configured the power down bit is not
taken into consideration.

Fix this by keeping the power down bit until configuration is complete.
Also reorder the reg write order for consistency.

Linux kernel
============

There are several guides for kernel developers and users. These guides can
be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
