Maheshwar Ajja d5074f0078 msm: vidc: do not allow queue buffer in flush 
Client is not supposed to queue buffer while driver
is in flush. Return error if client queue buffer
in flush to avoid possible deadlock issues in driver
due to release buffer reference event processing.
