chenguo d9cf03bef5 qcacld-3.0: Change NON_QOS scheduler setting for SDIO WLAN 
There is a gap for the NON_QOS queue setting in the SDIO WLAN TX
scheduler, which will cause certification test case fails.
Change the setting same as qcacld2.0.
