Mukul Sharma dc5672f760 qcacmn: Perform cleanup of send_init_cmd 
Currently, WMI is exposing two command ops
(send_init_cmd and init_send_cmd) for init
command purpose which is leading to data/code
redundeancy. Perform clenaup for send_init_cmd.
