For our designation, cps4019's bootloader FW is a raw data in head file(https://gerrit.mot.com/#/c/2239690/). So we use a dts configuration(use_bl_in_h) to distinguish the original method(using FW file) and ours. If this dts property is defined, we will use tha raw data in header file.
