weiweij df8702a208 wls-chg: add fw ver judgment for blank chip 
For cps4019, when there is no fw in chip(blank chip), its version
may be 0xB4B5.0xB6B7. It is larger than normal version number
(for example, 1.2). So fw update judgement should consider this
situation.
