Abhishek Singh f06214b902 qcacld-3.0: Remove vdev stop during hidden ssid restart 
During ssid restart currently driver send vdev stop and then
restart. There is no need to send vdev stop in this scenario and
direct vdev start is enough to set hidden ssid.

Thus remove vdev stop during hidden ssid restart.
