Aniruddha Paul f4ab426805 qcacmn: Skip the Host Tx desc allocation for single offloaded radio 
This changes takes care of the below issues.
1. Skip the host allocation of software Tx descriptors
   for single band NSS offloaded radio configuration.
2. Reset the reo frag destination to alternate select
   for single band offloaded radio configuration.
