houdz1 f7f97e980b dts/base: Rhodep: disable ssc on dsi0 
Some projects need to disable "pll ssc", while others do not.
For rhodep, we must disable "pll ssc", so we create a new dts/base
file for rhodep, to distinguish it from other projects.
