Ashish Kumar Dhanotiya f9f99377cd qcacld-3.0: Allow SAR safety feature for DBS as well 
Currently SAR safety feature works only for sar version 2
and it does not work for dbs.

To support SAR safety feature for DBS update sar version
check to block it only for sar version 1.
