qcacld-3.0: Remove RATE_LIMIT_ERROR_LOG macro

Change I64d7a0e3e180a636d710b42837ff3a982853fb12 ("qcacld-3.0: Remove
the excessive logging in hdd_get_adapter_by_vdev") removed the last
reference to macro RATE_LIMIT_ERROR_LOG. Since it is now unused,
remove it.
