qcacld-3.0: Remove csr_prepare_disconnect_command()

Browse source 
Change I0e27d6dc72e26589b5973bd7668a1783ac132477 ("qcacld-3.0: Remove
serialization from open and close session") removed the last client of
csr_prepare_disconnect_command(). Since this is now obsolete, remove
it.
