msm: kgsl: Add apb_pclk to the clock list and increase KGSL_MAX_CLKS

KGSL needs to enable apb_pclk for QDSS register access.
Add apb_pclk to the clock list. Increment KGSL_MAX_CLKS
to support apb_pclk.
