Add dt-bindings for UART BLSP driver.
This change adds a snapshot of BLSP UART driver bindings from the
4.14 branch. kernel-4.14 baseline: 'commit 5b51cb0c0e2c474f1f
("serial: msm_serial_hs: Add snapshot of serial highspeed driver")'.
Removed ICB bus voting properties and replaced them with
new ICC framework properties.

Add stub interconnect devices for aggre1_noc, aggre2_noc,
config_noc, dc_noc, gem_noc, lpass_ag_noc, mc_virt_noc,
mmss_noc, nsp_noc, system_noc, This will allow consumers
to get their path and set bandwidth constraints on them.

Add entry to use non secure display heap memory for
TUI usecase for shima target. Allocated buffers
from this heap will be exported to the secondary
VM to use it for composition during TUI session.

SDPM 4 is right now used for tracking CPU. Free up this SDPM so that it
can be used for HVX in lahaina.

Add pmesg reserved memory to enable the function to collect
user-space log in pstore. And the mem-type is set to 2 for
