Split up the different cases of "fastrpc_init_process" (like
static versus dynamic process create) into smaller functions, to
reduce the complexity of the function. Add utility function for
registering the service locators for remote process restart
notifications, to reduce code duplicity.

Bandwidth vote values were being applied as Bytes-per-second but
the interconnect framework expects Kilobytes-per-second units. Fix
the error by using unit conversion macros provided by the
interconnect interface.

These were helpful while working with extensions to NL80211_CMD_NEW_KEY,

while that command is being processed.

If the HWO bit is set for the TRB (or the first TRB if scatter-gather
is used) of a request, it implies that core is still processing it.
In that case do not reclaim that TRB and also do not process
the request and give it back to the function driver.

Add support for PMIC Glink clients to receive notification when
the protection domain (e.g. charger PD) goes down and comes up
again. Similar to SSR (subsystem restart), PMIC Glink client can
pass a function pointer state_cb via which they would like to
receive when PMIC Glink state transitions so that they can
unregister from the framework (e.g. UCSI) and clean up their
state as needed.
PMIC Glink device supports PDR for the subsystem specified under
"qcom,protection-domain" property.

On SSR, FW writes hang data in the carved out region from
existing DDR memory, the platform driver copies the hang
event data from the fixed offset to local buffer and sends
the buffer and length to host driver via CNSS_HANG_EVENT
event.
