Add support for VIDEOCC clock driver for YUPIK, which provides
clock control for the video subsystem.

The same_page variable inside the function __bio_try_merge_page()
must be set to true if the merge happened within the same page.
As some the callers of this function take action based on that.

There are a few changes in the frequency plan for Graphics between
SM8150 and SCSHRIKE. Pull those change into the graphics clock
driver and enable support for SCSHRIKE.
