Add support for shared digital rail vote for MX/CX when there is a
transition in the frequency of the CPU. Also add the suspend/resume
callbacks where the driver will vote for the minimum CPU frequency
during suspend and restore back once back in resume.

Fix the emac_pps func_sel as per IPCAT.
Currently It is configuaring func_sel 8 for
emac_pps which is incorrect as per IPCAT. This should
be 6.

Commit 1bfa091472 ("usb: dwc3: gadget: Properly handle
ClearFeature(halt)") introduces stop active transfer to be done
as a part of clear feature. But for gsi as a part of clear
feature if stop active transfer is issued, as gsi uses hardware
path for transfers it cannot issue start active transfer which
leads to device sending not ready to the host while host trying
to send data which inturn leads to rmnet call failure. Fix this
by bailing out early without issuing stop active transfer in clear
feature for the interfaces that use hardware path for transfers.

It is possible that byte-cntr release happens after byte-cntr is disabled.
Don't write csr register when byte-cntr is disabled to avoid the register
access issue.

Enable support for Ethernet Link UP KPI marker for
as part of system resume.
Currenlty Ethernet Link up KPI marker is printed
once once & print flag is set to true to avoid further
Link UP KPI print. This flag need to reset as part of
suspend to print the Ethernet Link UP KPI marker at resume.

This change ensures UART driver doesn't control the flow lines when
baud change is requested. UART client must ensure that peer device
is flowed off before requesting the baud change.
If UART driver control the Flow lines it may happen that after baud
rate change, immediately driver decides to Flow it ON which may have
side effect to client if it doesn't really intend to receive anything
from ther peer side.
This way we are ensuring the window of baud change is controlled by
client and not disturbed by the driver.

The readX_no_log macros use __iormb(), which has a different
function prototype based off of whether or not the architecture
is 32-bit or 64-bit, so define these macros accordingly.

Passing in "current" would set the kworker's affinity rather
than the glink rx thread's affinity. Hence, pass in the task
structure to the glink rx thread when setting cpu affinity.
