sometimes allow min pps charge dapter out current is not
same as typec_middle_current,so define a variable for
pps charge adapter allow min out current.

- Since now we having display/touch current drain issue when suspend,
so need to set rst pin to low when suspend and add reset process to
change rst pin to high when resume.
- For compatibility with other projects, add macro ILITEK_SUSPEND_PWROFF
to control this function.

There is a case that will make the system suspend failing for
mmi,charger wakelock and last for several minutes.
The reason is that the system suspend has the same 60s request
intervals as mmi charger heartbeat delay work, which will request
mmi,charger wakelock.
To avoid this two task run into resonating state, it's feasible to
change the mmi charger heartbeat interval to 100s.
