Deeksha Gupta 221de7eef1 qcacld-3.0: Set “WIPHY_FLAG_DFS_OFFLOAD” always in wiphy flag 
Ensure the "WIPHY_FLAG_DFS_OFFLOAD" flag is always set in
wiphy flag, regardless of DFS master capability ini.
This changes eliminates the need for supplicant to check
DFS flags for the SAP channel, as the DFS logic is
consistently offloaded to the driver.
