tangrobin ac5ca75997 dre: Use phase offsets as duration 
In Android R, the SurfaceFlinger calculate phase offsets
based on duration. Adopt the new way of specifying
phase offsets to SurfaceFlinger.

Test: scrolling, app launching/closing, playing video
