The register base and size for the dc_noc is incorrect. Let's fix it
with what we have in the documentation.

This change is to identify RUMI specific console usecase. This
enables serial driver to manage additional change needed for
RUMI console.

Mark all interrupt related properties as optional instead of
required. Some boards do not required PMIC IRQ support and it
isn't needed to handle SPMI bus transactions, so specify it as
optional.

Default 100 us gdsc time out may not be enough to enable
gdsc as at various gdsc seqeunces and handshakes dependding on
software state gdsc takes more time to get enabled.
Increse does not account for configured delay, polling
will exit as soon as gdsc is enabled.
Change is to save unncessary debug session/efforts where
gdsc gets enabled over default timeout.
