Flag is set to true when napi_schedule is called and false
when napi_complete is called. This helps to identify the
status of napi if a data stall is reported on downlink.

The load bit value used for RBBM_PERFCTR_RBBM_0 is incorrect.
Correct the load bit so that the saved value is loaded into the
desired counter.

IPA driver moved to techpack. Remove IPA and GSI folders
from kernel. IPA framework layer replaces IPA driver in the
kernel.

wait_for_completion_interruptible() returns ERESTARTSYS when
the device goes to low power mode.
The SPU subsystem is shutdown on deep low power mode,
so the interrupted operation is not recoverable.
return EINTR to user space to propagate the error to the user app.

The sample_ms should never be larger than the devfreq polling
interval. If userspace tries to configure this invalid
configuration, return an error.
Devfreq polling interval should be always greater then the
sample_ms add check in the governor interval event to update
the polling interval accordingly.
