This reverts commit d71acda6dc.
This is being reverted because sdxlemur uses percpu interrupts
in its watchdog. This change also adds back in fields used by
this code and fixes issues introduced by new code.

QUP core clock is shared among all the SE drivers present on particular
QUP wrapper, the system will reset(unclocked access) if earlycon used after
QUP core clock is put to 0 from other SE drivers before real console comes
up.
As earlycon can't vote for it's QUP core need, to fix this put vote for
QUP core from common driver probe on behalf of earlycon and remove vote
during real console probe after uart_add_one_port call because by this
time real console is up and voted for it's resources.

Shortcut forward Engine (SFE) is a software packet accelerator
which works on packet tuple entires (SFE entry) based on
conntrack information.
net:core has changes to invoke SFE module during packet traversal.
net:netfilter has changes to remove SFE Entries when conntrack is
deleted or expires. Also has changes to avoid tcp window check for
incoming packets.

This API is needed by the NSS connection manager modules
to enable NSS fast path for bridge flows. The connection
manager needs to inspect the netdevice of the bridge slave
port that has learned a given MAC address.
Currently no such API exists that is exported out of the
kernel network stack for this purpose.

Icnss2 driver sends modem shutdown indication to
wlan fw if modem is shutting down gracefully. In
cases where wlan fw got crashed and in separate context
modem is getting gracefully restarted (eg. device restart),
icnss driver trying to send modem shutdown indication
and as part of server exit it is unregsitering and
registering to qmi service at same time. Due to this,
qmi handle is getting changed while trying to send qmi
message to wlan fw. So, avoid sending modem shutdown qmi
message to wlan fw when it is down.

Many thanks to Valdis for doing the work to get this into the tree in
the first place, it was greatly appreciated.
