recommendation.

Remove GPU mitigation rules from BCL thermalzone config as

76fceb2b0f ARM: dts: msm: Use svs bus voting with USB on sdxlemur 
USB can operate when system is in SVS mode. Hence use svs bus voting
instead of nominal bus voting on sdxlemur.
